While he spoke these words in 1986, they have perhaps never been truer than they are today. As the city shapes its future post-Sandy, can it also become a role model for how a community of leaders and citizens can work together to solve complex and potentially volatile public problems?
The city, after fall, faces a steep challenge. New York is living in changed circumstances. Hurricanes, rare in our past, are now a part of our normal weather pattern. Every borough other than the Bronx is, or is part of, an island, and one that's going to become more prone to flooding. Meanwhile, as it's virtually impossible to evacuate the city, what can we do to insure the residents' safety?"

Congress approves storm relief for Sandy victims - latimes.com: "WASHINGTON — Responding to the political furor over delays in disaster aid to the Northeast, Congress on Friday approved a $9.7-billion flood insurance measure, the first installment of potentially $60 billion in Superstorm Sandy relief.
The action comes after New Jersey Gov. Chris Christie and Rep. Peter T. King of New York, among others, blasted House Speaker John A. Boehner, a fellow Republican, for putting off a vote on a relief measure in the closing hours of the 112th Congress.
The House approved the bill, 354 to 67, with all the no votes coming from Republicans. It then passed the Senate on a voice vote. President Obama is expected to sign the measure."

NY newspaper hires armed guards after publishing gun permit names | Reuters: "Among a "large amount of negative correspondence" that White Plains, New York-based Journal News has received since publishing permit holders' names was one e-mail in which the sender "wondered what would get in her mail next," according to a Clarkstown, New York, police report obtained by Reuters on Wednesday.
The editor, Caryn McBride, told police the newspaper hired a private security company whose "employees are armed and will be on site during business hours," the report said. The guards are protecting the newspaper's staff and Rockland County offices in West Nyack, New York.
Police told McBride the e-mail did not contain an explicit threat that could compel authorities to take action against the sender. The menacing e-mail was reported to police on December 28."

House to begin voting Friday on aid for Sandy victims | Nation/World | Detroit Free Press | freep.com: "WASHINGTON -- "The House will vote Friday on a $9.7 billion measure to fund the National Flood Insurance Program, then will act two weeks later on an additional $50.3 billion in disaster relief for victims of Superstorm Sandy, House Republicans said Wednesday.
Republican Rep. Pete King of New York said the package will add up to the approximately $60 billion in disaster aid sought by Northeast states pummeled by the Oct. 29 storm.
The Senate passed a $60.4 billion disaster aid bill on Friday, but that vote will be largely meaningless if the House waits to act until after the new Congress is sworn in at noon on Thursday. At that point, work on Sandy disaster aid would begin again from scratch."

Amar'e Stoudemire, Carmelo Anthony of New York Knicks to play Tuesday - ESPN New York: "Fellow forward Carmelo Anthony will play against Portland after missing the last two games with a hyperextended left knee.
Both Stoudemire and Anthony were considered questionable heading into Tuesday's game.
Stoudemire and Anthony went through a shootaround with the team around two hours before tipoff and it was determined Stoudemire's left knee was strong enough to allow him to suit up for the Knicks. Anthony's status was determined about 45 minutes before tipoff.
Stoudemire underwent a debridement on his left knee on Oct. 31.
New York got off to a 21-9 start with Stoudemire sidelined and some NBA observers and fans have wondered if the $100 million forward will impact the chemistry the Knicks have established."
